ได้คุยกับคุณแดงที่อโชก้าเรืื่องเครือข่ายนักเรียนทุนรัฐบาล ซึ่งปีๆหนึ่งมีอยู่ประมาณ 50-60 คน แล้วก็มีซัก 20 คนที่ค่อนข้างสนใจอย่างมาก อยากมีส่วนร่วมในการกลับมาพัฒนาให้สังคมไทยดีขึ้น โจทย์ก็คือจะทำอย่างไรถึงจะเชื่อมโยงนักเรียนกลุ่มนี้เข้ากับสถานการณ์บ้านเมืองและชุมชนของไทย และต่อเชื่อมพวกเขากับเครือข่ายคนที่สนใจเรื่องพวกนี้ได้
ไม่อย่างนั้นพอพวกเขาเรียนเสร็จก็อาจจะเสียโอกาสดีๆไป หรือบ่อยครั้งที่พวกเขากลัวว่าจะโดนระบบกลืนอุดมคติที่เขามีอยู่ตอนนี้ไป
ผมก็เลยเสนอว่าน่าจะลองจัดคล้ายๆค่ายเรียนรู้เคลื่อนที่ (mobile bootcamp) ตอนที่่พวกนี้กลับเมืองไทย ซักไม่เกิน 2 อาทิตย์ โดยเป็นลักษณะการไปพูดคุยกับคนที่ทำอะไรได้เรื่องในหลายๆวงการที่มีผลต่อสังคม ไม่ว่าจะเป็นจากฝ่ายราชการ technocrat องค์การพัฒนาเอกชน กลุ่มนักศึกษา กลุ่มเคลื่อนไหวทางการเมือง กลุ่มชาวบ้าน ฯลฯ โดยเน้นให้พวกเขาได้เปิดโลกแห่งความเป็นจริงให้เขาสามารถไปศึกษาต่อในเชิงทฤษฎีได้เมื่อกลับไป ทำให้ติดดินขึ้น และสร้างให้เกิดความเชื่อมโยง (connection) กับกลุ่มๆต่างๆเอาไว้ เมื่อเขากลับกันมาที่เมืองไทยในที่สุดจะได้มีเครือข่ายและเข้าใจสถานการณ์
นอกจากนี้ก็คิดว่าน่าจะมี seed fund หรือการสนับสนุนการทำ proposal เพื่อให้พวกเขาช่วยกันคิดเมื่อได้เห็นได้คุยกับผู้คนต่างๆแล้ว ว่าพวกเขาจะทำอะไรที่จะเกิดประโยชน์จริงๆ จะได้ไม่ได้เป็นการเรียนรู้แบบเชิงรับ แต่คิดให้รุกด้วย จะได้สามารถทำอะไรได้ต่อเนื่องขึ้น
ที่น่าสนใจก็คือพวกผมที่ TRN ก็เพิ่งคุยเรื่องว่าเราจะไปสร้างเครือข่ายของนักเรียนทุนของรัฐบาลได้อย่างไร เพราะพวกนี้น่าจะเก่งพอและสามารถทำประโยชน์ได้เยอะหากเชื่อมโยงกับกลุ่มความสนใจต่างๆที่เหมาะสมและมีทรัพยากรสนับสนุน คล้ายๆกับที่ Open Society Institute ทำอยู่ในยุโรปตะวันออก
จริงๆแล้วการเปลี่ยนแปลงครั้งสำคัญๆของไทยก็เกิดจากนักเรียนทุน เช่นแม้แต่คณะราษฎรนั้นส่วนสำคัญก็เกิดจากแนวคิดของกลุ่มนักเรียนทุนรัฐบาลไทยในสมัยนั้น จนนำไปสู่การอภิวัฒน์ได้ในที่สุด บางทีนี้อาจจะเป็นอีกโอกาสหนึ่งที่คนรุ่นใหม่จะมีบทบาทเปลี่ยนแปลงประเทศไทยให้ดีขึ้นได้ และเป็นบ่อเกิดของนวัตกรรมทางสังคม เรายินดีสนับสนุนเต็มที่ครับ
